Technical Assistance for Direct Pay
Overview
The Colorado Governor’s Office of Federal Funds and Strategic Initiatives (OFFSI) is offering technical assistance to help tax-exempt organizations access federal clean energy tax credits through the Elective Pay (Direct Pay) Program.
These tax credits—made available through the Inflation Reduction Act—can cover up to 60% of eligible project costs.
This program helps nonprofits plan, fund, and implement clean energy projects across Colorado.

What’s Included
The State of Colorado has allocated $200,000 to provide free technical assistance services, including:
✅ Project scoping
✅ Contractor evaluation
✅ Project installation
✅ Financing strategy development
✅ Elective Pay Program filing
✅ Maintenance support for up to five years
Project management services are delivered by qualified contractors selected by the State.
Support is available until funds are fully used.
Who Can Apply
To qualify, your organization must:
Be a 501(c)(3) nonprofit operating in Colorado
Be in good standing with the State of Colorado
Own or operate a facility eligible for Elective Pay tax credits
Eligible Projects
Projects must include clean energy technologies such as:
Solar PV systems
Battery energy storage systems
Energy efficiency upgrades paired with renewables
Priority is given to projects that:
Serve rural, low-income, or disadvantaged communities
Meet labor and domestic content requirements under the Inflation Reduction Act
How to Apply
Ready to get started?
Submit the Technical Assistance Request Form once your project is defined.
Rolling applications – but funding is limited, so early submissions are encouraged.
What Happens After You Apply
If selected, here’s what to expect:
The State will help define your project scope
A contractor will be assigned to your project
Work begins after a Memorandum of Understanding (MOU) is signed
⏱ You’ll be notified within 14 business days of your submission.

Projects will be evaluated based on:
Compliance with Elective Pay rules
Need for technical assistance
Environmental, community, and financial benefits
Standing with the State of Colorado
